Child of Time

I was somewhat distracted as I was driving through the Jarvis Brook district of Crowborough around lunchtime today, by this figure outside a plant hire contractor's offices, waving his right arm up and down at passing traffic holding a placard stating one half of a philosophical proposition (he held the other half quite still in his left hand).

Is this the only place in England where decisions to hire equipment from one contractor or another are made primarily on the basis of philosophical considerations?

The competition is evidently fierce, as the sign in his right hand shows evidence of at least two other (half) statements: is a new intellectual argument needed every day to go on securing trade in this business?
