sorry to be cynical, but I find this claim rather hard to believe. I don't know the story behind this, and the inscription is a bit vague. What council? Who were the medical members? Were there any non medical members? Presented to whom? When? The bottom of the handle makes interesting claim too.

It lives in a display case in the Boardroom of NHS Greater Glasgow & Clyde's headquarters. I've been in this room dozens and dozens of times, but never looked at the display in any detail before now.
