An accident waiting to happen ...

The new neighbour, having decided to effect his roof repairs alone, has decided that a scaffold tower with just one plank to stand on, and not tied into the building is OK. That, plus no roof ladder, no safety harness and a cheap cycling helmet in case he fell to the ground.
You couldn't make it up, could you?
