Urban mystery

Too many hard moral questions in the news today so here's a small urban mystery instead.  I popped into Mr Singh's in Alloa for a Sunday night takeaway tonight and as I always do , passed this weird little square of grass dyed in the shape of an odd coloured flag.  According to the label it was installed in 2016 to celebrate 50 years of "Beautiful Scotland" but it is looking a bit weed infested around the edges.  What does it mean?  Why does it appear to have been abandoned in 2017?
