One car at a time

Our local council has made a move to encourage energy efficient cars. 

These power points have been installed near the local train station. Over 1/2 million journeys are taken to or from the station each year. Many commuters park their cars in the surrounding streets. Apart from those who park on yellow lines all day over 100 spaces are provided for cars to park free of charge. I wonder what would happen if they all changed to electric cars and found only 2 places where available for charging their cars to get home again?

Since being installed each have had a light glowing for 24hrs a day and communications cable connection to a central office, no doubt this uses up some energy.
