Government information poster

Topical lunchtime photo. (I've removed my political ranting about Tories and attitude to social security). Poster on the wall is what first caught my eye several days ago (it's right outside my office in Edinburgh) together with the empty pallets.

Don't normally see anyone sleeping there by 7.50 when I get to work but this guy has been there all day so far.
