Maybe, to avoid the locals growing to resent the tourists who flood their shores and historic sites, government can govern the situation by

Ensuring that the money made from tourism filters through to ALL the local people, by, firstly ensuring that the hotels, resorts, agencies, restaurants and the rest pay all the taxes due and then using those taxes to improve public services which would benefit all. Unfortunately the reality is kickbacks and under the table payments to individual politicians.
- Avoiding over-development. Put aside land for hotels and resorts and interesting architectural creations and when those land are covered with concrete and more people want to visit, rather than allowing more building, increase the prices. The locals won’t be trampled by the tourists, the tourists will have a holiday where they can enjoy the local culture instead of being swept up in crowds of other tourists.
