'Nippy' and 'fresh'

Often the quirks and nuances of the English language go unnoticed when you're familiar with them. Nippy and fresh described this morning, but those words have multiple meanings. However, where is the multiple in a pair of trousers?  Can you buy a single trouser rather than a pair?
