Spongebo... No hang on

Graffiti is the theme this week and this disturbing example is in Livingston on an underpass near the office.

It's sort of looks a bit like the Sponge based character who lives in a Pineapple under the sea, but there are some key differences.
He's wearing a skirt of some sort and his head is pointy. I think I can see what he's holding, but for the sake of sensibilities, let's just say it's a pink sea cucumber.
