Barry's plan was working.  No one had discovered the secret camera cunningly hidden in the Christmas wreath despite it being November.  Also, if he did say so himself, the police dog disguise was pure genius.  Now all he needed was for the crooked councilors to hand over a manila envelope stuffed full of cash and that promotion would be in the bag!
