Not a Pigeon

The shelf I put up on Saturday is still up.  It was put there for a purpose.  We acquired this work from a lucky dip fund raising session for a highly esteemed art institution.  Until now, it hasn't had a perch.  It has now.
The title of the piece is 'This is NOT a pigeon'.  Fine.  What is it then?
