Why won't this grow in my garden?

It's Russian Sage (I think) and I've tried buying it, and taking cuttings - though not from this plant - and the results have been
black after the winter
little sticks in the plantpot.
Maybe if I got one, I'd get fed up of it, but I'd like the chance to find out.
