Pencils and Rulers

Surely there should be no need to supply students with pencils and rulers for their lessons or exams.  Why can't they come equipped themselves?

In my day (he said with a gruff, pensioner's voice)  we were expected to bring our own pens, pencils, rulers, slide rules (!).
