Guerrilla Art?

A painted tile where a painted tile shouldn't be. But what is it? Perhaps the pair, on the wall on the opposite side of the footpath makes it clear. Even if it has lost a bit of the paint (see extra), it looks like it is two halves of an animal - a cat perhaps?
