This is the Town Crier of Knaresborough.
He can be seen (and heard) on Wednesdays (Market Day) and on Sundays.
This was today's 1 o'clock 'performance' in the market square.
The town Crier tradition dates back to the 18th Century. They were always elaborately dressed and their job was to announce proclamations and other news for the community. These days, of course, it is largely a ceremonial function.
