What is This?

We came back to the beach today. While walking on the pier I saw this big metal tub with a rubber rim with large fishing hooks hanging off it; there was a long rope with a float attached inside the tub. I cannot even imagine what kind of fishing will be done with these tubs. There were 9 of them on the dock. 
We didn't get over here until late afternoon so I got a lot of stuff done at home, including a little gardening in the sunshine! Very fun. The ride over along the  Wilson River was beautiful.
