Mystery Kitchen Gadget

Putting away the last of the stuff into S's new kitchen today I saw this little gadget.
The ball at one end is spring loaded so when you pull it out it springs back again with a bit of a clunk.
I couldn't figure out what it might be for so I asked S, but she didn't know either.
After a bit of googling I managed to find out.
