Nearly full

I took a picture of the lane to the bus to ask the council to send someone up to change their bin bag!

This lane is frequently used by dog walkers. After them, some days, no one else can walk along it for fear of standing in dog mess. Then we progressed to people bagging but leaving. Or worse, throwing over the bushes on either side into gardens.

Now there's a bin especially for the people who can't manage to take it home... But still they'll leave bags near, but not in.

Why??
