I have no idea what that is. It was in the Serpentine up by the Hyde Park end. I spotted it as I was crossing over the bridge that separates Kensington Gardens with Hyde Park and stopped to take a quick photo. It's kind of like 'what are we going to do with all these plastic straws now?...oh, hang on I've an idea!'
