....what this is????

I have been having a serious clear-out of 'stuff' recently and today I came across this! I think it's really beautiful - but I don't know what it is! It could be some sort of pump as the bit sticking out of the bowl bit fits down a tube in the middle and definitely blows air out of the valve-like bit at the bottom of the bowl.
Can anyone help please? :-)
