Who is the culprit?

Something has been digging holes under my new fence. At first I thought it must be a fox because cats can easily jump the fence. Then as I sat outside eating my dinner, two different cats put their heads under the fence. The first cat I hadn't seen in my garden before, the second was the tabby I always see.
