Polar bears?

For reasons I couldn't fathom this safari park near Caen had this rather nicely carved eagle at the entrance to it's polar bear enclosure... Polar bears? In this heat? Apparently they have 15cm of fat and 13cm of hair to keep them warm ... poor things.
