Sea air

Arrived later than I planned to this evening so went out for a stroll along the sea front for a breath of air and in search of a blip.

Saw this and wondered what they knew that I didn't. Thought the forecast was good for the next couple of days.

And does the sign refer to the board which is stopping the flood water or to the group who make the decisions to put said board in place?

Maybe the guy building a rather large wooden boat at the end of the pier gave the game away.
