Joint-hepipe...

Well it actually says... Join the pipe... and you can fill your water bottle on this pipe... This is all about making people drink more water and less sugary soft drinks... It's in front of the Hospital... 
So Joint-hepipe... and that makes absolutely no sense... LOL
