Party?

The courtyard at the Indian Restaurant looked as if it had been prepared for a party.  Unfortunately the boss who speaks English was not there so we couldn't ask why the area was festooned with balloons.    I did, however, think it looked a little silly.  When we first arrived a little boy, he was about 2 years old, was having a great time playing with one of the balloons.
