Is it a statement?

Posting a bit behind the times, from a couple of days ago in Oxford. In the States, there has been such an upsurge in these ready access rental bikes, they’re often called “litter bikes” because you find them standing, or lying, everywhere. Lately, the same issue has arisen with e-scooters. This has prompted vandalism, under the thin veneer of protest, with wrecked bikes and scooters piled in the streets, and even burned. My first thought, when I saw these was “here too?”, but I now think the only statement is that a line of bikes, supported by only their kick-stands, is no match for gusty winds.
