Dog Poo Art?

Probably my most tasteless blip to date!

Someone created these little bumf carachters just next too a little pile of dog poo! Does it represent a dog owner and his dog?

Funny way of protesting against dog owners who let their dogs shit all over without picking it up...or...street art have many expressions? .-)
