Seen on North Bridge.

I was walking along North Bridge this morning ,in a howling wind and. Looked across the road and saw this waste collection container . I don't know how effective it is in collecting litter , but maybe more effective than " I am a bin . Put your litter in " which I have seen elsewhere .( It's unfortunate that the strap of my phone got in on the act .)
