Ecohome?

Took a bit of a detour on one of my trips to Hanley Swan today as this place had popped up on the Malvern History Facebook page.  

It's a defunct incinerator with a slightly bizarre recent planning history.  It ceased operation in 1995.  The current owner has, apparently, applied multiple times for redeveloping the site as residential, including for an eco-home development; all refused.

Most recently he applied for permission to run it again as an incinerator and this one got through on appeal.

I'm not sure I'm following the council's logic.
