What's in a name?

I know these as Empire biscuits although many still call them by their older name German biscuits. 
They were patriotically renamed during the 1914-18 war. 
To further confuse they are also known as Belgian biscuits.
All said they are a favourite with me and this was a particularly good one from Storries Home Bakery in Leith.
