Un enorme sombrero?

A very hot afternoon (high 20s) meant quite a few late tourists sunning themselves on the beach, which will still be denied to dogs until next month. Luckily there's a boardwalk along the side, which they enjoy walking along. Most of the straw parasols have been removed or blown down in recent gales, but I've no idea what was going on here....
