Obstructions

We bought the site, with two possible access routes, signed the agreement with the chief.
We put in the road and the drainage.
We then arrive to this!! - the road dug up, trying to extract more money.
We carried the rest of the materials by hand and wheelbarrow, ranted a bit and hope the chief will sort it.
