Politics - hopes realised?

After a fun end-of-year gathering of a women's group that i'm in, which included a conversation between two Edinburgh MPs, it was interesting to notice again the mural on the Annandale St mosque. It reads well at first, but then i wonder: what kind of order? Who decides and how?
