Tiny blue

I spotted this very tiny blue bloom in our neighbours garden. 
I thought it would be some juniper, but the internet told me, that I'm wrong.
So I've no idea, which plant dares to bloom in the cold of mid December.

Edit: Suejay50 and Stiffknees are totally right: It is rosemary! 
It must be a very old plant, growing very high. In addition, the garden is on a plateau, so the bloom was in about 2 meters of hight of me...not typically rosemary loke :-))

It happens not very often, that I forget to post my entry. Busy times....
But nothing's wrong with a backblip :-)
