The unexpected bollard

This bollard sits in front of what might otherwise be a parking place at the University Hospital of Wales. It's interesting because it seems so out of place. I would have expected a concrete plain post rather than sculpted iron. It also has rings to which a chain might be attached but there doesn't appear to be anything near to which to link it.

The hospital has seen much building and rebuilding over the years. I'd love to know at what point this bollard was placed here.
