Cutting the ribbon

When the council paint a white line along the edge of the pavement, it's just dying for a pair of scissors to cut the ribbon.

I first saw this several years ago and have finally got around to taking a shot of it. The council, to their credit, have repainted the white line in that time, but left the scissors in place.
