Odd gnomes

I was walking into town this morning, as I had some time off and thought a little trip to a cafe would be a good idea. As I did so, I came across this intriguing scene. In the foreground there is Henry and Henrietta enjoying their retirement by the river, whilst behind them there is a large bunch of balloons. Not sure why that is. What is out of sight in this photo is that on the right of the plastic couple is a shed which contains some kind of (live) eagle...
