Well , well ,or Wheel , wheel ?

What's happened here ?  It looks as if the bike had only one lock, which  In a civilised society should suffice . Ages since I've  ridden but recall locking frame , both wheels and taking saddle with me ..! . On the  way home from the Japanese Cultural Festival I spotted this lone wheel very damaged due to thieves Do gooders would say they  didn't have enough sugar with their cereal.!
