Outstretched

I've been wandering around Manor Park estate, Runcorn looking for Blips, for the last few years. Today
 I walked over to the farthest point of the estate from the office to Blip this statue . I knew it was there having driven past it for 22 years, but never visited up close till today. No idea what its called or depicts.
