You What . . . ?

Well I know it’s a ‘snap-on-bracelet’ of some sort, but with these self adhesive tabs what on earth is it for???
 
It came ‘free’ with something ages ago, but what I can’t remember.  Possibly one of these little presents that the Chinese like to throw in.
 
Please send ideas on the back of a five pound note (ten pound notes acceptable).
