Something derilict!

Why do they do it? Owners of unused office blocks leave the building to fall apart for 10 years, blighting the area, encouraging vandalism and reducing the general amenity of the place. And, right next door is a block of new retirement apartments. It does not make sense, the derelict building has not earned rent and has cost money to keep it relatively safe.
