In my land the rule is: do not speak until you are spoken to.
Should anyone disobey that order they must cross the border
and live behind the barbed wire and the wall.

After 12 months they may approach the checkpoint and request
to be allowed back. However, they are not permitted to speak
unless they are spoken to and neither are the officials who deal
with these matters.

Furthermore, the request may not be submitted in writing.
