Come and eat!

There is at least one blue tit that regularly visits the cherry tree in the back garden. Mainly to pull buds off in the early spring. So I put a feeder up. Nothing. A blue tit arrived on a nearby branch but didn’t feed. Is it because it’s a bit camouflaged? Or too near the back balcony? Should I hang bells on it?
