Neighborhood sign

It’s that handwritten “don’t be a Jerk” at the bottom edge that intrigues me. What provoked it? The other (now crossed out) graffiti, probably — but we’ll never know for sure, because of what's missing. I hope the bird, at any rate, has been found.
