"Take Back Control"?

So Boris Johnson has requested that parliament be prorogued and the Queen has consented. And BBC - no - Boris did not "decide", he requested.

Is this what they meant by "take back control"?

Parliament is now being side-lined in our biggest peace-time decision since 1945. By consenting, the Queen has stopped Parliament from scrutinising. If she had declined, she would have allowed Parliament to do its job.

In the meantime, Mr. Johnson, who until recently held an American passport, can continue to behave like a tin-pot dictator.

If we are short of anything come October, I don't think they will be at Chequers or at Buck House.
