Solar powered eyes in the sky

This weekend, the NRA is having some type of trade show at the Fort Worth Convention Center.  Because this contraption is never sitting next to the convention building, I assume this is added security.  Not sure why they need it, because I also assume there will be plenty of "good guy's" with guns to provide more security than anyone could need.
