Explanation

The reason why the water is so low in Hollingworth Lake is that works are being done to instal a device to prevent debris being extracted with water, when the reservoir's supply is used to top-up the nearby Rochdale Canal. According to the helpful sign, the water level will be raised again over the winter, subject to sufficient rainfall.  I can't see that being a problem.
