Spouting heads

We went up to Brive this afternoon and walked around the historic old town.  Its a very civilised place. These heads spout water into the fountain "Pierre Siméon Bourzat"  He was a lawyer advocate for the poor, hence the reference to sabots (clogs) and the voice (and feet) of the people,  We seem to have a lot of spouting heads at the moment, not many of them are civilised or have the interests of the poor at heart
