An innocent game of Chinese chess on a footbridge?

It's a method of fraud.

As I was walking by there was a heated argument beginning. I'm informed by my Chinese colleagues the guys around him are his accomplices and they're just out to get your money. Keep well away! Of course I will as I've no idea how to play this game.

Since I posted this another Chinese friend told me he was cheated exactly the same way a few years ago. He lost 5 RMB / Yuan (50p / 80 US cents)
