Multi purpose

This piece of land has been fenced off and unused for years. It’s currently being redeveloped by the city into a rose garden, somewhere the „neighbourhood can use to meet“...I can certainly imagine the local teens being very happy to have somewhere new to gather to drink their korn & jaegermeister in the evenings.
But I do wonder how come a city that’s been broke ever since we moved here, where there’s a shortage of both kindergarten places and teachers can justify a rose garden.
